I’ve successfully installed it on Windows 7 and 8.1 (with the included SQL 2005 - click through to ignore the error during installation) (with Origins Ultimate retail version) so I know for sure it still works that far. Refer to the installation guide and troubleshooting guides on the Toolset wiki if you run into problems.

I’ve had to delete cruft from modules\Single Player\override\toolsetexport as well (not editing Single Player, but exporting resources owned by Single Player). I’m working on a significantly more complex tutorial atm but since a complete list is too lengthy a diversion to devote a significant amount of time to, here it is separately instead.
